An OC (original character) in South Park is your own character for that world — a South Park kid with their own look, their own history and their own place in it, rather than one of the people the story already follows.
Three steps. One: describe them — face, hair, build, what they wear. Two: say what they are in this world. Three: generate, then keep going — new outfits, new expressions, new places, all the same character.

The coat is the character. A hat with earflaps, an orange parka with the hood pulled shut, a plain tee in a Colorado winter — say the one thing they always have on and it stays on them in every picture afterwards.
Both work and they are drawn differently. The kids are short, round and all head; the adults are taller, flatter and get moustaches, ties and receding hair. Pick which side of the town yours lives on and say so.
